Abstract
The management of mosque-based religious social funds plays an important role in strengthening social solidarity and assisting economically vulnerable groups. This study aims to analyze the management of infaq funds as a social safety net for the dhu'afa community at Jami' Tanjungsari Mosque. The study focuses on the mechanisms of planning, collection, distribution, utilization, and reporting, as well as the supporting and inhibiting factors in the management of infaq funds. This study employed a descriptive qualitative approach, with data collected through observation, in-depth interviews, and documentation. The research informants consisted of mosque administrators, the treasurer or infaq fund manager, community leaders, and beneficiaries from the dhu'afa community. The data were analyzed using the Miles, Huberman, and Saldaña model, which comprises data condensation, data display, and conclusion drawing and verification. The findings indicate that the management of infaq funds at Jami' Tanjungsari Mosque has been implemented through the provision of special infaq boxes for orphans and the dhu'afa, regular fund collection, the separation of social funds from the mosque's operational funds, financial record-keeping, beneficiary registration, aid distribution, and financial reporting to the congregation. The infaq funds are distributed in the form of rice, basic necessities, and cash assistance, which help beneficiaries meet essential needs, including food, electricity, school expenses, and daily necessities. However, the function of infaq funds as a social safety net remains periodic and consumption-oriented and has not yet fully developed toward sustainable economic empowerment. The main supporting factors include the congregation's trust, community participation, transparent reporting, and the close social relationship between mosque administrators and beneficiaries. Meanwhile, the inhibiting factors include limited funds, the absence of standardized criteria for identifying dhu'afa beneficiaries, and the suboptimal implementation of productive assistance. This study confirms that mosque-based infaq funds have strategic potential as an instrument of community-based social protection within religious communities when managed in a more systematic, transparent, accountable, and data-driven manner.
